No, it's metal with some wood but the wood is not in the crop of the photo. Need to know what the object is.

No. It has wheels and some wood to help move the item. Not what the item is.

Clue... Its too big and heavy for one person to move. Unless you were very strong and even if you were you could not move it far.

I think it's made of some kind of high impact plastic - never actually handled it. It doesn't rotate. (there are similar things broadly related to this that do rotate but I'm not sure if that's helpful or confusing).

Thought type of street not specified, I did go around in surface neighborhood roads and highways but still no clue.

It doesn't look like a portion of Bench that you see in park or a fire hydrant outlet.

All I can think off at this point is a remote possibility of some sort of "Impact Attenuator Crash Cushion" that could be common to Europe but not USA.
Can't think of anything any closer.
