Because many of us can't afford it. I have PS7 but it was years before I was able to find a cheap copy on ebay. I'd like to upgrade to CS3 but doubt that I'll ever do so.
But Elements is just as good - it will do must of what you can do in CS3 and costs a fraction of the price - £62.98, as apposed to £508.48.
