To me looks like several circular plastic color things that are emerged from same location, as I see with Light Pole / Light hanger/cover but then seems not... So what could it be? A sort of fancy fence or a stirring device.

Sassan, is the attachment supposed to provide an enlargement? From the small version it looks like a pencil ...point first.

But then Graham you are right to say that this is a pointy, Conical subject, similar to a pencil tip. But a lot larger and no way as sharp.
