Seems it was more difficult than what I though or may be I didn't do a good job in preparation.
Anyways here is the hint: Hopefully its clear that the subject is water and there is communication between top and bottom/superficial and deep. Now look at the mood and behavior of each side and see if you can join them to make the proverb that also has to do with "Mood" and behavior pattern!
