I would say the shot is slightly over exposed but...

I would say the shot is slightly over exposed but not the cause of the halo.

Out of interest do you have a lens filter fitted ? if so try without. Filters especially cheap ones cause more problems...

This looks like a bad case of lens flare. If this was taken with a compact camera or phone camera it could be a the lens is covered in finger prints. A wipe with a soft lens tissue...
