Monitor sizes are measured diagonally across the viewable area, but 800x600 would be right for a 15inch. You can alter some aspects if you increase the resolution, enlarging the icons and text in windows.
I'd definitely consider a 17inch at 1024x768 at the least... life can't be much fun on the web using 800x600, you must be scrolling all over the place to see some of the images.
