For posting on web, no point in having image wider than 1024 or deeper than 768, so move 1 is to use menu (Photoshop/Elements 4) Image>image size, then enter those nos in the pixel dimensions boxes that come up.

Then from menu File>Save as. You will find a quality slider and set to 6 or 7, you should find at the bottom of the dialogue box the resulting size in kb/time to display at various modem speeds. For this forum get that to below 300, but depending on how much colour+detail is in the image, you may get away with 150kb ±

If you are using different software, look for equivalent moves & don't forget to modify file name so you don't over-write your original.
