Hi Christine - It works in Elements 2.0 - I've just managed it so I'll try and un-pick where I think you may be slightly off.

OK, once youv'e got the © symbol then you add your name next to it ie ©Christine 2006 - or whatever you want. (Also set the size and font type at this point).

Good you should get a box up that says Brush Name. On the left of the box is a picture of "©Christine 2006" and underneath should be a number which will be the brush number. On the right of the box is a space to name the brush - I simply called mine "copyright" - once you've named it simply click the "OK" button.

Now open up any picture and select the paintbrush tool. Move the cursor over the picture, right click and all your brush options appear. It should be in that list - probably at the very end.
