You do not need model release forms if selling candid shots of people within a wider scene, however it is how the images are used that might cause problems, i.e. if you photographed someone leaving a betting shop and it was used to illustate an article about compulsive gambling, then the person in the shot could have a legitimate reason to claim against you and/or the publication depending on how you labelled the image when supplied to the publisher.
