Spot on "Steak Knife" is it.
Here is the picture in more light and my primitive setup to get two color light, through house hold items!

Well Peter is famous enough but I don't think that is his avatar picture!

1- Looking at file name, didn't help me a bit.
2- The Narration that goes with image, suggest its been a property of Associated Press and being B&W, possibly 50-60s era.
3- Tried to be smarty pants and did a reverse engineering with PS and best I can come with, after a quick trial are the images in attachment.






4- Best educational guess as to answer the question: No clue!
But then gut feeling goes for either Albert Einstein or Winston Churchill...
